Abstract

The results of the Ease of Doing Business Index survey recently released by the Asia
Competitiveness Institute (ACI), 2017 placed East Java in first place, followed by DKI, West Java and
Central Java which were ranked first, second and third respectively. The building permit process, which
is an important indicator of ease of doing business, is still problematic. The Ease of Doing Business Index
issued by ACI is based on economic statistics and combines the views of 925 business people in 33
provinces. This index is more comprehensive than a similar index issued by the World Bank. Based on
ACI's findings, it is known that DKI Jakarta has experienced a downgrade in two of the three categories.
First, in the Attractive to Investor category, Jakarta's ranking dropped from rank 1 in 2015 to rank 3 in
2017. Second, in the Business Friendliness category, Jakarta's ranking dropped from rank 2 in 2015 to
rank 7 in 2017. Level of Ease of Doing Business in Java East Java with the highest and best performance,
East Java Attracts Additional Incentive Funds of IDR 25 Billion.
