Abstract

The general objective of this research is to obtain in-depth and complete
knowledge about how members of the East Java Province DPRD learn independently in order
to improve their competence, in carrying out their main tasks and functions in the perspective
of Malcolm Knowles' 'adult learning' theory. In particular, the aims of this study include:
first, challenging Malcolm Knowles' adult learning theoretical instruments and finding his
weak points. Second, knowing how to study independently for non-incumbent members of the
East Java DPRD. The research was carried out using a qualitative approach, namely through
in-depth interviews with 9 (nine) non-incumbent members of the East Java Provincial DPRD
for the 2014-2019 period, namely: the National Awakening Party faction, the Indonesian
Democratic Party of Struggle faction, the Great Indonesia Movement Party faction, the The
Democratic Party, the Golongan Karya Party faction, the National Mandate Party faction,
the Prosperous Justice Party faction, the United Development Party faction, and the Join the
Democratic National Party/People's Conscience Fraction. The results of the study show that
members of the DPRD of East Java Province; first, have a self-concept (the self-concept) in
independent learning. Second, the role of experience has an important role in the success of
independent learning. Third, have readiness to learn (readiness to learn) independently.
